The Chihuahua and the Pomeranian both land on the shortlist of anyone wanting a tiny lap dog, and they are genuinely close on size and lifespan. The real fork in the road is the coat: the Pom is a fluffy, double coated spitz in miniature, and the Chihuahua, at least in its smooth form, is about as low-grooming as a dog gets.
Both are HDB approved and both are long-lived companion dogs, so this is not a legality question or a health-longevity gulf. It is mostly about how much coat work you want to sign up for, and which of two bright, bold little temperaments suits you better.

The grooming gulf
This is the single biggest practical difference. The Pomeranian's double coat, a dense undercoat under a long outer coat, is glorious and demanding. It needs brushing several times a week to prevent matting, a proper de-shed routine, and it sheds heavily, including seasonal "blows" where the undercoat comes out in clouds. Skip the upkeep and you get mats, skin problems and fur everywhere.
The Chihuahua is the opposite end of the scale. A smooth-coat Chihuahua needs little more than a weekly wipe, and even the long coat asks only about ten minutes a couple of times a week. If low-maintenance coat care is a priority, the Chihuahua wins comfortably, and it is often the deciding factor for busy owners.
One honest note for the tropics: neither should be shaved. The Pom's double coat regulates temperature both ways, and shaving it can damage regrowth, while the Chihuahua's thin coat is about warmth, not cooling. In air-conditioned Singapore, both actually need help staying warm rather than cool.
The grooming difference also shows up in the running cost. A Pomeranian typically needs professional grooming every four to eight weeks on top of home brushing, and that adds up over a fourteen-year life.
